As a quality measure, require all games on Steam to have a Bug Reports subforum on their discussion pages
Imagine listing a game for sale and not accepting reports of quality issues.

OP also has a "bug report" about a boss being too hard, so I'm just going to assume his suggestions are being made in bad faith.

Dunno man, sounds like case of skill issue to me.
We have a dedicated forum for feedback. Next to nobody uses it. Most people post in whatever the first subforum category is, and most threads are offering feedback or looking for a group to play with.

The game has a forum. You even got a developer response to the issue you posted. It sounds to me like you posted it in the right place already.

Encountering a difficult area of a game is not a bug. You either haven't reached a significant level or are missing some aspect to allow you to advance further.

Then put that in your review of the game. People complain about bosses in black myth wukong and i'm on my 3rd new game plus playthrough currently, definitely a skill difference between me and the ones complaining.

From what I can glean, OP did a side challenge that has added difficulty and got punished for having improper armor or resistance values for the challenge.

Reminds me when I'd roll up in Diablo 2 with maxed out poison resist from chapter 1 to chapter 2's boss Duriel, and get frozen stun locked by his ice aoe.

Steam is a store, not a publisher. What you want is a publishers job.

Plus that usage of game hubs is not mandatory.

Valve is very pro-developer. They give them freedom, choices and options.

Also, bug fixes don't indicate high quality games. A bad game with bugs fixed still remains a bad game. Just like bugs aren't always bugs, not having the right build for a boss isn't a bug (or bad design), for example.

It won't. Especially when there personal opinions or preferences labeled as "bugs".
