Disabling Friend requests

So, friend of mine is getting bombed by friend requests for years now from an a-hole ex, who always makes a new account with names like "I just want to talk", "It's your fault" etc. We tried to report these accounts, but nothing changes and frankly it seems like they will never stop sending them.
So if we could just get an option to disable getting friend requests from strangers that would solve the entire issue. Again, this has already been going on for YEARS. I don't get how this option isn't already a thing.

If they block that user who keeps sending your friend friend requests, then they can't send those requests anymore.

But I wouldn't mind an option to disable incoming friend requests.

Your friend should call your local PD and ask for the fixated persons unit or similar.
