The ability to download steam games via the mobile app and then transfer them to your PC later via a wired connection or LAN would be revolutionary for people like me, who live in rural areas with very poor internet but a good cellular connection. I'm not sure if this could be done on Apple but I'm willing to bet it would work on Android by creating a steam library folder on the phone's storage that would be recognized by the PC for file transfer.
