i think it takes more than 1 person for a user generated tag to be made visible, i can see a steam group, reddit sub etc organizing it as a thing. Dozens of people tagging all football and rugby games etc.

I'm afraid Valve's stance on this is, as usual, a hands off approach. Moderate when people report but very little proactive work in behalf improving

I think the "moderate when people report" portion of that needs improvement. Games I reported months ago are still mis-labeled today. Maybe threads like these can bring it to their attention. Nothing wrong with trying anyway...

Given how many of those are applied to games that have no such content but an anime girl prominently displayed I think for some folks they are clicking those as aspirations rather than descriptors.
