So you think the employees of every storefront with a loyalty program get payed in points? Cus that's how you think this works, by the looks of it.
Steam doesn't want to do that.
People also abused the system that allowed you to get small coupons with points, so they removed that ability and refuse to bring any sort of monetary value back to the points.
They make discounts on THEIR products. Steam points are Steams NOT for all the devs on the platform. If steam gave vouchers Steam would have to pay the devs or the devs accept the loss of income/payment in Steam points

Comparing the two is a falsehood.
It's obvious Steam doesn't need to give freebies away to retain their position at the top. So they have no need to do stunts like giving away freebies.
If Steam were to follow suit, they'd be buying game copies of AAA games for say $40 directly from the Devs, then reselling them for $70.
With the current system? Impossible: people have so many points that they'd get hundreds of dollars in discounts right from the get-go.
Imho, a solution would be introducing a second currency, kinda like how Nintendo did with Platinum and Gold coins in the past, just for those discounts. People will probably complain anyway because I doubt they'd get to convert their old points, and will change their tune from "I wanna use points for discounts!" to "Valve is greedy, they don't let me use my old points for discounts!".
