I am not sure how this is supposed to help. The trade lock is set to prevent a hijacked account from losing high value items to an enemy actor. The enemy actor controls the enemy account, he will always vote yes from the enemy account. If the enemy actor has your account and institutes the trade, he will always vote yes from your account too.
A cooldown skip is never going to happen because it will undermine the reason WHY the cooldown was in effect in the first place.
