Report a translation problem
For contractual reasons, Steam will do neither.
Here's an example in practice: I start Steam and start downloading COD, while that's happening I start Warframe. Now the COD download is paused.
And in this example COD uses Steam's CDN instead of its own launcher (I dunno if that's true but it's not relevant, I'm not asking for Steam to download Warframe in background, I'm asking Steam to not pause its already supported downloads when I launch a specific game).
And yes I know it can be changed globally, but the setting there says I can change it per-game, and I only want Warframe specifically to not pause Steam's downloads of other games.
