Both things look the exact same to the system.
Also, it's not a ban, it's a cool down.
If it was a ban, you would have red text on your profile page saying you have a game ban, since you don't have this it is not a ban.
b) Tell me how you can with 100% certainty distinguish the following events on a client entirely from the server side: Power loss, pulled the plug, client crash, ISP sided issues. Spoiler: You can't. The system can't distinguish between intention and accident. Therefore, in a purely competitive environment, it is in your sole responsibility to ensure internet connectivity and system stability.
All Game bans are permanent.
Cooldowns/VAC errors =/= bans

Granted, OP's issue is not specifically about the game ban mechanism.
In-game "bans" are effectively just cooldowns, not actual bans.
