They do that to everyone who sends then a ticket about things they don't deal with. Steam support is an outsourced 3rd party that only handles account and billing issues. Any suggestion you send them they will tell you to post it here. Supposedly actual Valve employees browse this forum once in a fool moon. Do note they'll never reply to any post here.
Though it's pointless even if a Valve employee sees this as setting up achievements is responsibility of the developer of the game. Valve only maintains the backend stuff and never interferes with development decisions of the developers. So if you want an achievement in a game, you contact the developer of the game.
