The option to set when Steam lets you know a game is on sale by price or discount %
I have games on my wishlist that I would like to purchase on sale. However if a game is regularly listed at $70 I don't really care if it is on sale for $55.99. It would be nice to have the option to have steam only let me know about a game being on sale if it meets a threshold of either under $40 or you could have it set by % so don't tell me about a game being on sale unless it is 40% off or more. You could do this per game so developers could see what people would like to see the sale be set at, they don't have to do anything with this info but it might be useful to them.

You can do that with isthereanydeal.com . I kind of doubt that Valve is going to implement something like this. They want you to buy stuff on impulse, not wait around forever for a killer bargain.

I kind of think Valve would implement it as it increases the likelihood of me buying the game the moment it meets my criteria.It also gives them data on where people value a game at, more client data is always a commodity.
When a game developer puts a game on sale, it goes on sale for the price they specified.

If you have a specific price you want to purchase a specific game for and it's not being sold for that price, you're going to need to find a store that allows haggling.
If you're so strapped for cash that a game has to be at a certain discount range before you consider buying, then you might want to re-prioritize things in your life.

Devs want as much money as they can make with their game+DLCs.

If you want to keep a track of sales and when they happen, keep a track of them on here https://steamdb.info/sales/history/

You can also look up whatever game (that you want to get) and check how low of a discounted price it has gotten over the recent sales/years.

If you want a full game that is priced highly, just save up until you have the right amount or until it ends up on sale (and you'll have a decent amount of money by then)

Valve isn't going to implement this. I'm not against your suggestion but I know it won't happen.
