Ask the Developer of any game you're interested in to consider alternate methods.
So...a CD like the old days of PC gaming.

Steam is a digital distribution platform, you need to find a physical disc with the files, but would still need the game owned on steam. Your best bet is to take a laptop (with drive) somewhere with decent internet, download then make backups yourself.
There are plenty of great video games on Steam that are only a few megabytes. If your hardware (including your networking hardware) can't handle the intensity, play less intense games.
Valve barely has the logistics to sell hardware to more than a couple regions without the help of GameStop and Komodo.

This will probably never happen.

Will the game in qustion is the PC version of rift apart since it to big download and it makers do give an dam so this wound fourse them to give that option to popole who what that option. The resaon you saw things like BD-R is that can be made to order.
There's a good chance for the backup to be already outdated and require updates by the time it reaches you.

There are plenty of games in the single-digit gigabyte range. Stick to those instead. Other than that, 4G internet or Starlink are potential alternatives until the situation improves.

It's also the number 1 resaon why i wish Mircosft never backed out of moive link since that's what give netficks the money they needed to kill off Blockbuster Video.

Someone mentioned Starlink already. You'd be in sole control of your own starlink unit.

I have starlink on a property, it works well for what it is needed for, in their case should work too as there are no lines that need to be ran other than from the dish (which can be on the ground) to the modem inside.

It's not that people don't understand. It's just that people with crummy Internet aren't really the target demographic for digital distribution services. And your ask is, "create a system that generates a lot of overhead, and cost" How many thumb drives do you figure they'll need? Plus they'll need warehouses where people will load the games onto the thumbdrive and mail them out. What do you imagine the fee is? And what if it's more like $30? Is the expectation for Valve to break even or take a loss because servicing people with crummy Internet supersedes all other concerns?

I mean in my youth I lived in the middle of know where, dialup Internet was all there was going to be for years. But the Internet wasn't going to stop for my slow connection. I really noticed it with Unreal Tournament 2003, where 20-30MB map downloads effectively excluded dialup users. So you either waited for the future to arrive in podunk u.s.a., or you moved to a place that has the infrastructure that meets your requirements.

I empathize with crummy Internet, but it's not really Valve's problem to solve. Good enough Internet is part of the system requirements. If you don't meet them, you don't meet them. That's your end to deal with, same as if you were running an unsupported OS, or a system to slow to play the games you want.

Sounds like a you problem than a demographic problem. Maybe ask the HOA to consider modernization or trade in for a house that is both not subject to a dictatorship and is better connected to the internet, such as cable or fiber.
