Hahahah I just ran into this too. Truly frustrating and I'm looking for alternatives to Steam now because of this. Really unnerving how I've used Steam exclusively as my gaming vendor for over a decade but can't actually get human eyes on my requests for support.

You can, you just make a manual ticket for a refund and not keep sending automated requests for a refund. However the ticket system is better due to the quantity they deal with otherwise you'd be waiting 2 weeks for a response.

The reason there is no direct contact is the number of end users online.

For example they would ask about technical issues with a 3rd party game which Support do not deal with.

More importantly would you like to be told you are 1,400 in the queue. How long would you continue hold on the line before giving up.
