You can, you just make a manual ticket for a refund and not keep sending automated requests for a refund. However the ticket system is better due to the quantity they deal with otherwise you'd be waiting 2 weeks for a response.
The reason there is no direct contact is the number of end users online.
For example they would ask about technical issues with a 3rd party game which Support do not deal with.
More importantly would you like to be told you are 1,400 in the queue. How long would you continue hold on the line before giving up.
Current support system is horrible
Every large enough CS system is going to provide a similar experience.
