Valve doesn't provide keys for games, especially if there are country specific restrictions on the game itself, nor do they swap out a game license for a different regional version.

It is up to developer to decide if they provide Steam keys for people that purchased the game from developers own website or not. If developer won't, you'll have to purchase the game again from Steam if you want the game on Steam.

If you purchase game using Polish account with Polish funds, you will receive Polish licence. No exceptions.

If you want Russian licence your account region must be set to Russia and you need to pay with Russian Rubles. No exceptions. If game will not be available in Russian region, that's that then. Complain to the developer. They are the ones that decide on any region restrictions game may or may not have.
