Invitation, basically "do you moderate? yes? ok you can go". Unlike other services, they're not there to be put in the crosshairs and likely he wont even have to go there.
They'd if anything just re-ban it in their main discussions but leave groups to moderate their own, just like game hubs would moderate their own or make their own rules within reason. Though best people took it somewhere else.
I'm amazed some people that turn nearly anything & everything into being political & lashing out at users over perceived difference of opinions/ideology don't already get these for that exact sort of activity. Though many have quite extensive histories with moderation for doing that
However, it's evident Valve doesn't read these forums anymore and use it as a way of paper-shredding people's complaints and concerns, making people feel empowered in the process when in reality, their complaints fall on deaf ears.
I'm in my mid-30s, I've been gaming since 1992. There have been good games, there have been bad games, there have been mediocre games.
A lot of games that came out back then would be decried as "woke" and the "modern audience" games if they had come out today instead of in the past. Just to name a few, yes, just a few... Metroid, Bioshock, Street Fighter II(Even though Ken canonically wins the tournament and beats Bison, not Chun-Li), Tomb Raider, Resident Evil, Mortal Kombat(For the reason that 5 out of the seven fighters are Asians, yes, before the Retcon, Kano was Asian, specifically Half-Japanese), Final Fantasy IV(as would VI, and definitely VII), Dino Crisis, Parasite Eve, Age of Empires 2(Y'all call the Definitive edition woke, aside from the DLCs, XBox Integration, and upscaling, literally same exact game as was released in 2000 with The Conquerors expansion. I'd know. I still own a copy of it. And what's the reason it's called woke? Female villagers. Which were in the original 1999 version without the expansion... and The Conquerors expansion and the HD edition), Portal, Shantae, Stardew Valley, Lord of the Rings: The Third Age, Star Wars Battlefront II(The original. Y'all already call the Aspyr definitive edition woke for the fact that the rebel sniper is female. Which was in the original version of the game. I own it on PS2, you know that console you can't patch games on? Yeah, still female there), the entire Elder Scrolls series, Deus Ex(Transhumanism).
But they're not called woke because they were... extremely popular at the time and well known and thus it would not be profitable to claim how woke those games were and were destroying the industry. And again, that's a short list.
Oh and Gamergate 2? It started because Grummz wanted more money and let me tell you this. None of that money is going to Em-8er.

According to every metric that y'all judge games these days, they would be considered woke. The only reason they're not is that it's not profitable for the grifters to call them woke. Because they're older titles that are extremely popular.
I'm someone who stands on the outside of this culture war, I'm able to see parallels between old things that y'all have grandfathered in and new things y'all call woke. It's only the new stuff, and it's only until it becomes popular and successful. And the moment it does, y'all twist yourselves into pretzels to try to say that it was really anti-woke or not that woke to begin with as if we couldn't see the last six months of you lot screaming, "Go woke, go broke."
There is no conspiracy on the side of game developers. There is no conspiracy on the side of the publishers. There is a conspiracy on the side of the anti-woke and that conspiracy has one goal and one goal only. It isn't to abolish anything. The people wrapped up in it believe whole heartedly that it's going to save gaming, that it's going to restore gaming to what it was. But that's not the goal in mind with the people constantly perpetuating the narrative that everything is woke now.
Their only goal? Make money off of you. And they don't just want ad revenue from you. They want you to give them your money. They want you to donate to them so that they can "fight the good fight". In reality... y'all rail against socialism... and yet y'all are engaging in it with the very content creators that tell you to hate socialism.
This has been going on since like 2016 or so, it's been almost 10 years. No one is doing anything to abolish any of this. Not even the President that y'all have cheered on getting into the country's highest office. Why? Because that isn't the point. If the enemy is vanquished, the gravy train stops immediately. Hence why they want to keep it alive, so they have an eternal enemy and an eternal source of income, from people like you.

I guess some youtuber is making some hot new content spreading these lines now.
One? Just one? It's a massive industry of people who are in collaboration with each other and frequently get on discord calls with each other to discuss what they're going to make a story about this time.
And yes, the whole point is to get money off people like you.
Oh and by the way, I'll list all the youtubers I watch right here. My gaming channels are focused on retrospectives, breaking games, doing gaming challenges, and speedrunning history, Magic the Noah has a bunch of games that he makes youtubers play for entertainment. Ex Cop is about showing the good side of the police force and what cops go through in the line of duty,
Everything else is a variety of craftsmanship, technology history, Dungeons and Dragons horror stories(And glory stories), Japanese history, Entymology, cooking, scambaiting, and cooking.
So your little, "You must have gotten this from a youtuber" doesn't apply to me. Enjoy. But I have a feeling culture warriors won't reveal who they watch because they'll be revealed to watch one or more of the culture war grifters.
Oh and by the way, I don't need a youtuber to tell me what the grifters are doing and what their whole angle is. I used to watch The Quartering, Nerdrotic, Mauler, The Critical Drinker, HeelvsBabyface, and Geeks and Gamers. I also used to watch Bellular, LegacykillaHD, and one other dude who I cannot for the life of me remember the name but if you were to place one of their videos in front of me, I'd say, "THAT GUY! THAT'S HIM!"
I became disillusioned with all of them, simultaneously when I figured out what the game was really about. When I started to do my own independent research into things.
I know that they're grifters seeking to get money off you. Seeking to have you socialize their lifestyle with your money... because I was in their fandoms at one point and left on my own to see things from the outside. And instead of being all like, "Well let's see what the other side is like!", I said, "Not gonna trust em, either."
