Remote Play from Website
So, the Steam client allows remote play to the selected computer, Steam link does the same too. But if you could use this on the website? That would be GREAT! As you could stream your library from the website on a computer that cant run Steam (example; Chromebooks that do not support it) and offering a subscription to play games on a VALVe owned device through steam link, sure it may be unnecessary for the subscription one, but it could work if people cant afford a computer!

Steam partnered with GeforceNow to provide this. So you can set up a sub with them and use them for it.
Now, what about streaming from a device you own?

You can run Steam (or any other program) on any Chromebook via the Linux container. If you can run a modern web browser, you can run Steam.

You can also run the Android Steam Link app directly on a Chromebook.
