add all fan games from itch.io and gamejolt for steam cathalog and add as well every single games from other launchers in steam cathalog

the new cathalog would be called "game made by fans" like the demo and the mod cataloger would have a fan game cathaloger
also te steam would add the entire library from pc gaming
would have new cathalogers for each launcher

the rule are 10% of roiauties for the fan converted in keys for wathever game the fan whant be from steam or for the 3rd party launcher when this mechanic of merge launchers happen and 90% of roiauties of the indie dev from the fan game would go to the right owner
and would be free to publish a fan game when publishing a official game would keep being paid
and the 90% royauties that i mentioned before go to the rights owners converted to dolar money

Add them as a non-steam game, otherwise those developers need to go through the same process as others in order to have their game on Steam.
And fan games tend to cause their own legal wrinkles.
