Open PDF manuals from library page in popup NOT browser
Warhammer total war 1 has a manual. On the library page on the right is the link to it.

It opens the manual in the windows browser.

I want it to open in a steam popup window.

Steam client is a games program doesnt support opening PDF

It does have a built in browser tho, so it could easily do this in a popup.
