Quests for different things
I think a good idea for steam woud be quests. Think about it, steam can offer you different discounts or even steam points for completing different missions.

For example:

Play ___ for 10 minutes.
Reward: 100 steam points...


I think it woud be a cool idea because it woud make people that cant afford specific games have a way to get them.

You can't generate money out of nothing. Somebody is gonna have to foot the bill. Who is going to pay for those "discounts"?

the game developers control the prices of their games. if you want a game at a discount, wait for a sale or talk to that games developer/publisher about it.

if you cant afford to buy games, maybe you should find a different hobby that you can afford.

Valve has no incentive to do that. But the good news is that there are a bunch of free-to-play games on Steam that you can install right now without having to jump through hoops.
