Game discussions and how to combat trolls
Many game discussions are filled with people who do not own the game and are just trash talking games to bait arguments. One way to combat this would be to restrict players from posting on the discussion forums until the player buys the game and has owned it or played it too long to refund the game. I think very few "trolls" would buy games just to start or respond to threads trying to pick fights with other players.

Also steam could develop ai to identify threads by trolls earlier, that a human moderator could verify, to ban these players faster and for longer durations. Maybe with a three strikes out rule to perma ban them from all forums.

Developers can already lock all but a single section to owners-only. :The_Slayer:
Though it'd be better for them to moderate and remove bad actors, keeping it open for the best results and optics.
Valve has held fairly consistently over the years that there is no problem if a board is filled with page after page of threads about the same topic. So the trolls are as welcome as any other customer so long as they do not violate the rules
