UK Age Verification?
I don't have a credit card so can't verify my age, even though I'm more than a child at heart ;) It doesn't really worry me as there are ways around that problem for me anyway. But I was thinking in my youth it was definitely possible for a child to have a credit card at 16 in the UK... As far as I remember it just needed to be linked to adult account. But it shows up in kids name and as a normal adult credit card... friends had them at 16. (Not Debit, definitively credit cards). In this case would the credit cards pass this system? As clearly the person would be under age.

world wide, CC age has always been 18 to apply for and get approved for...

Quoted from UK banks. "The only way a 16-year-old can get a credit card, is if you (as the parent or guardian) add your child to your credit card account as an authorised user/second cardholder. As an authorised user, your teen will have their own card linked to your account and be able to make purchases. You will ultimately be responsible for these purchases if they don't pay the money back."

The riskiest buisness is if kids like cosmetics or skins in games and stuff or play games with gambling or lootboxes. They can be expensive. There was one kid i read once that spent 20k on CS skins and stuff but perhaps more of an extreme case that. Then again, some may like good old games. Seen some that liked Doom 95 for example, or ps1/2 games with good story. Unfortunatedly they dont make those consoles or games anymore, other than emulating and buying remakes, such as suikoden

Take it up with the UK Government.
