It's obviously filler, and 18GB of filler is a lot of real estate -- especially when multiplied by an unlimited amount of potential abusers...

Straight up spam.
Then delete the oldest to make room for their new spam central thus effectively fully congesting the screenshot section for the game in question.
As an easy suggestion on how to curtail this behavior -- without limiting anyone's ability to post, or shrinking data availability -- would be to require all user-uploaded screenshots to have a text description.
This would stop bulk uploads without considerable effort on the uploader's behalf, and would clearly identify spammers who'd just put '.' or a random character.
Can we actually report this bulk posting as spam? Or put another way, if we reported it, would any action be taken?
If people upload more, nobody is looking at that anyway.
Same should go for artworks. But there rather 1-2, per day.
And Steam should limit review publishing to 1-2 per day, since there are too many people that upload "funny" one liners in masses.
Reviews are an outlet completely separate from the OP's issue in question -- which involves curtailing abuse of a limitless system. Users are limited to one review per game. Nobody is spamming anything with that.
Yeah, but that doesn't help if people publish "this game sus" as a review, for 20 games in a row in one day.
And don't get me started on these cult like groups or the useless curator system.
But i agree that we first need a daily limit for screenshots.
We need the screenshot facility, but, as it is now it does not, for some games, function properly due to spamming. It cannot, in infected games, be used as intended to benefit the whole community, therefor it is a useless vehicle for individual hubris.
