Being able to put nicknames on everybody, not just friends
I think it would be a good feature to be able to add a nickname to anybody, very useful to tag unwanted players, like in HUNT for example, where the user all has to do is to change their profile name and hide after doing some horrible shi... stuff, like killing teammates, or being toxic. You put a nickname on one of those, they can't hide anymore, besides, it's only visible by you.

how?

currently i'm only aware of the ability to nickname someone if they're in your friends list, or the "pending" bit.
this isn't possible if they've blocked you.

as such, i support OP's suggestion

I don't know of a way to set nicknames except for friends.

Furthermore, I do know that nicknames disappear if you unfriend someone. It's not clear when they do, but eventually they definitely do.

It is easy to understand why they don't allow this and why they disappear after you unfriend someone too.

There is no censorship as to what you can nickname someone as.

This means if someone wanted to rename a user to be the N word and post the screenshot, that would be very direct and targeted harassment. Now if someone wanted to be a piece of ♥♥♥♥ and do that anyway, they would need to use photoshop or other image altering programs. However, Steam avoids any negative PR by not allowing such a feature to make it easy to name and shame or target other users via their own platform.

Additionally there is no point in this anyway. Names are not unique on Steam. If you give someone a nickname as a means to categorize who you want to talk too and who you don't, you would be better off using the functional blocking system as that applies to that Steam account directly and if you encounter someone with the same name later, the one who is blocked is still blocked with no room for you to wonder how they dodged your nickname scheme.

Um...that is an increibly niche potential problem to defend against.

First, Steam nicknames don't replace users' display names on their profiles; the nicknames show up in parentheses. The only place where they might replace users' display names is on the friends list.

Second, image alterations to make other people look bad are abundantly easy even in MS Paint.

I don't know if this is might actually be why they let nicknames expire, but I doubt this is the actual reason.

Actually, I personally use nicknames to remember who people are in my friends list.
e.g.
"Jak, Recettear strategy chatter"
"Dude17, ITSP co-op player"
"Selvaria, wants JRPG recommendations"
"OKOKOKOK, random add"
"yankeestan, wanted some cards"

Given how people can and do unfriend people every so often (including sometimes due to their account being hijacked), it's nice to know whether I'm interacting with a person I've already talked to before.

Sure, I could keep tabs on everyone by making a big spreadsheet with their SteamID64 codes, but there could be an easier way to do it.

Again, it is about how Steam's representation to the general public. It would look incredibly bad for them to allow users to rename random people (even if it is for their own use) as something insulting or derogatory. There is no issue when it is with people you know as you are friends. You are not going to be doing something like that anyway.

As for your last paragraph, yeah, no kidding, that is how it is supposed to work. If you unfriend them, why the hell should your nickname stay on them? You are no longer friends. You don't get to keep a nickname stored forever just because you gave it to them once. If it did that I can guarantee you would have people mad that Steam is using up their HDD/SSD space to keep this data cataloged as it has to be stored somewhere and it won't be on Steam's servers.
