Perhaps it can't update the log on your hard drive of what updates it has completed(assuming it actuall completes and doesn't crash). Try using the Windows folder security settings and take ownership of the enitre steam folder. Then after suffering through just one more update (and I'm hoping this works out for you) it shouldn't ask again about that old update. DO expect new ones though.

How exactly do I find the Windows folder security settings? And take ownership?

I've got exactly the same problem and am also unsure how to gain full control. When I look at the Security tab of the Steam folder in Win 7 and try to change the settings, everything is grayed out.

Hello Decken,

Thank you for contacting Steam Support.

Please exit Steam and go to the folder called C:\Program Files\Steam\ (this is the default location for a Steam installation - if you set a different installation directory, you will need to browse to it).

Delete all of the files in this folder except:

The \Steamapps\ folder and Steam.exe (this file is listed as an application and features the black and white Steam logo)

Restart your computer.

Then, launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut.

With Steam running, re-test the original issue.

Note: This process will not affect your currently installed games.

If the issue persists, make sure your network is optimized for Steam:
