You disabled SteamGuard. You reset the timer. You have to wait it out.

What happend was a Turned it on, then I turned it back on, and I waited 15 Days, yet nothing happend. And I did not turn it off after I turned it back on

Checkboxes demand to be clicked and all set to the same checked or not...(Fighting OCD is hard, not really a matter of "learning your lesson".)
I can also see this happening if you aren't reading all the words next to them.
