These seem to be contradictory statements. I can't imagine both of them being correct.
Sympathy if you actually don't own a credit card and never actually used one. That would mean some identity theif got your info. If Valve could prove to you whatever info it has you may be able to clear your name. But their way is to never reveal that info. If you never used a credit card they logically should be able to accept that and unblock you. At least you can still play what you have.
Steam no longer locks you out of your account.
However you are locked from Trading, gifting, purchasing and activating games on said account.

The irony is that they made the change following a similar one Origin did on their policies around that time.
The action of steam make me feel comfortable,,
I'm a student, don't have a credit card, but some of my friends have...I want tell them this experience..
