This is really annoying me now.
Ok when ever i try to open TF2 it say's: Only one copy of the game can be played at a time, and there is no TF2 running at all. Please can someone help me with my problem?.

Force close Steam and restart. TF2 probably didn't close properly the last time you ran it.

When i tried to go offline it said: Waiting for TF2 to close, really i am sitting here saying to myself WTF.

That's why you have to force it. Go to your Task Manager and shut down Steam (and possibly TF2 if it shows up in the processes) manually.

Look for hl2.exe in the task mangler.

Just reboot your PC. It does not sound like you know how to force a program to close. Also off-line mode will not work if you have internet connection to the PC.
