You have to add a link to a game to your Steam library, then start the game from there.

Add any simple program.... like minesweeper (winmine.exe) so it shows up on your library list. Then run it from steam. You can change the on-screen name on the properties window for that program.

Bottom left of the steam client click "+ Add A Game..."
Click "Add a Non-Steam Game..."
Browse to the game that isn't on Steam and select the .exe file
Click Add this program to Steam
Then in Steam you can edit the name so it shows the game name rath than just xxxx.exe
