my laptop rates 6.4 out of 7.9 on the scale for windows am i good to go on ulrta settings

... My computer is rated as 4.6. I still play games in High/Ultra.

List your specs, they will tell us far more then the windows' stupid scale.

So far I can run newer games on High/Ultra with a steady 45-60 fps.

Windows even gives you a low number if you use an HDD instead of an SSD, even if the rest of your system is great, and should not be used to determin if a game can or can not play well.

It is a meaningless number.

I know this. But it may have helped if OP had said TF2 or BO2 etc. Hence my vague answer. :)

Indeed. It's a rather pointless statistic for anything besides 'windows rating' (And even for that)
Stuff you should look for to know if you can and how well you could run a game:
Processor
Memory
Graphic Card

Have a local nerd check out your system specs. I don't mean the guys at that infamous computer store, but someone who knows what they're doing.

If you can get down to 40 processes like me then you're in good shape, especially considering you might have a newer computer than I do (specs on my profile page). The default factory install of most pre-built systems is well over 70 processes and sometimes into the 120 range. There is plenty of stuff occupying your computers attention.

If you have a laptop then your hardware is pretty much set and you can only optimize Windows itself. For some games if you don't meet the minimum requirements it will still try to play, but don't expect greatness.

Post your specs from the steam help menu on the "System Information" screen. That will help a lot figuring out if you can run those fancy games.
