TF2 mann co store problem!
I wanted to buy a key from the mann co store just now and when i clicked 'checkout' it said the store was not available. However,the money in my steam wallet was deducted but i did not get the key. Please help!

If you havn't already done so, try Steam->Exit at the top left of the client, restart Steam and restart TF2, if the key is still not there you will need to create a support account and contact Steam support.

Refunds, while technically possible probably won't happen. They are more likely to give you the key you paid for just to avoid the hastle of cancelling/reversing an order.
