Buying a game twice.
So i already have the game Borderlands 4 from the NVIDIA bundle Steam but i really like it and thinking about buying the super deluxe edition for the DLC-s. My question is if i buy it, what will happen, can i gift the base game to someone and keep only the dlc-s?

No, if you buy a second version of a game that contains content you do not own (DLC and such) the missing stuff is added to your existing copy and the rest goes "poof".
You wont get a extra copy to gift. Steam will also warn you about that when you try to buy a different edition of a game you already own.

Probably not. But also you neglected to name the game, so hard to be certain. At any rate if you put the game in your cart, at some point during the checkout, before you pay, there will be an explicit message about what will happen concerning the already existing content. That should answer your question definitively.
Ye sorry just edited it. So about Borderlands 4. And what will happen if i buy the DLC edition to my brother and in family share i will use his copy and he will use my base game copy? Can it work and also play together at the same time?

How many hours of the game have you played? If less than 2, just refund it to your wallet. Wait for it to be approved then use that money towards the purchase of the edition you want.

If you select his copy as your preferred copy in Family Share you will have access to the DLC.
If your brother selects your version in return he wont have access to the DLC since you dont own them.

Yes thats the pont he selects mine and i will select his. So we can play together the base game atleast for now and one of us can use the dlc. Correct?

If you have at least 2 licenses for the base game in the Steam Family, no matter who owns them then you can play together,yes.
