Can't complete Steam Deck purchase
So, I've got a very young Steam account and I want to buy a Steam Deck. I've already put some money into the wallet to establish a legit purchase history.

I set up Paypal on my credit card, set up the purchase, ensured addresses were all correct.

Paypal's 2FA indeed recognized the charge and I authorized it on their end.

Steam rejected the payment.

And I get this error:

An unexpected error has occurred. Your purchase has not been completed. Please wait a few minutes and try again. If you encounter this error repeatedly, please contact Steam Support.

I tried to contact support, but when I went for "help with payment" I ended up on dead-end pages with no ability to file a ticket.

What on earth do I do to fix this, or at least get through to a human on support?

You technically don't need an account to buy a Deck. You need an account to USE a Deck, but anyone can buy one. While logged out, you can add one the cart and checkout. Upon checkout you are guided towards logging or creating account, but there is an option to check out/continue as a guest. Then you just enter an email address and confirm you are at least 13 years of age.

As far as the failed purchase, you should see it listed in your purchase history.

Clicking on the failed purchase should give you a set of options to choose from. See if there is a "I have a question about this purchase" option and go from there.
Now, it doesn't appear in account history - only the wallet fund addition appears there. No record of the failed purchase.

So I go into

Support > Purchases > I can't complete a purchase > and the failed purchase is there.


I click on it, and in that menu there's an option for "I need help completing this purchase"

But THAT is a dead end, with no button to create a ticket or anything - it just shows me the details of the failed purchase.

Am I looking in the wrong place?
