Why does this appear every time I want to view my inventory or enter the marketplace?
This is the problem.

IP/API rate limit. Try to avoid both for a while in hopes to reset the restriction. Otherwise you'd have to get your ISP to provision you with a new IP. Also check to ensure you don't have some inventory/market browser plugin that is flooding the site with too many API calls.
