If you're getting issue to export the recording that mean you have a permission issue, either you did something, or you're using 3rd part software that hooking into the client, or messing with the client for file, or permissions.
None of those things even make sense. Of course, I did something, I clicked the export button. If Steam uses a 3rd party app that's not my fault. I haven't messed with anything, you're just trolling.

I was talking to the other guy.
But if there was a permissions issue or something Steam should SAY THAT. Saying "Failed" means nothing to me. Why would they even have an error message like that?

When I refer you did something I talking about you deliberately went into windows settings change the security settings, and causing steam not to be allowed to do things hence you done something. Or if you download a 3rd party app that messing with steam directly you need to fix that so doesn't prevent steam from functioning correctly. Hope this is clear to you.
My only suggestion, is to redownload client files if there is corruption, just head to where steam installed delete everything EXCEPT steamapp folder, userdata folder, and steam.exe.
Steam folder holds your games with meta data to talk to client.
Userdata folder holds config, screenshot/video, and some games use it store save files.
If you want, move said the folder that contains meta data, and video files to it save location, and delete userdata folder, and then move it back once steam rebuild userdata folder.
