Duplicate Activation Key
I purchased a copy of Borderlands 4 on launch day, but I also just built a new PC and my GPU came bundled with a Steam copy of the game. Obviously I don't need it so I would like to give it away and let a friend of mine redeem it instead. Is that possible? Would I just give them the key code and let them redeem it, or would I need to activate it somehow and then gift it directly?

You would directly send them the key. Other than you telling them so there isn't a way for them to know if its a legit key and that it hasn't been used yet. One of the reasons I prefer the old gifting mechanism instead of keys.
Also make sure to check if there is a region lock which will prevent them from activating it.

Yes, just give your friend the key. They can go to Steam, click "Activate a Product," and enter the key. If it hasn't been used, it will work. No need to activate it yourself. You can also gift it directly through Steam if you prefer.

You cannot gift a key through Steam.

Once activated, the game is on the account it's been activated on. There is no mechanism for activating a key and sending it as a gift instead.
