I think if you purchased on the wrong account when you get a refund it refunds to the steam wallet so you are still stuck with the funds on the wrong account.

Please don't speculate if you don't know.

Funds are directed towards their original payment method. They will redirected to the user's wallet for one of two reasons: 1) the user asked them to be, or 2) the original payment doesn't accept the refund.
