are they trolling?
anybody who views my history can see i am having a lot of issues with fire pro wrestling over the last few weeks. in short they released a new dlc(pointless) that has crashed the game. no longer starts
i stupidly bought a cheap dlc as i assumed that was what was stopping my game from not downloading the update. no still didn't work fair enough. now i have asked for a refund for the dlc that i haven't been able to play as the whole game will not open. 3 separate times i have messaged asking for my refund. im being told ive played it for 10000s of hours so they cannot.

ive explained 3 times the 10000s of hours is on fire pro before it stopped working not the dlc i only got last week( i couldn't possibly have spent that time on there as simply did not even purchase the dlc that long ago. let alone fire pro not working.) i think it is a robot replying

growing up i always avoided pc as there was always something wrong. when i got this it was a breath of fresh air but has changed so much since then. i was on steam completely offline for about 2 years awhile ago i couldn't even remember why. then remembered it was because there was constantly downloads messing up my games i couldn't play football manager during lock down for some reason(if it snt broken you know the rest)

have not bought a full price game on here for years. thankfully have seen there is no point before i bought a new one. will play my ps4 its cheaper anyway.

This is a standard automated response from Steam Support. The system sees high playtime on the base game, but can't distinguish it from time spent on the new DLC. Your request isn't trolling; it's a glitch in their automated system. Submit another request, explaining that you could not have played the DLC because the game wouldn't launch, and you only recently purchased the DLC.

I mean looking at the recent reviews and recent DLCs to my mind and experience suggests your issues are restricted to your PC. Also, you didn't specify which DLC, not all DLC is refundable. And if it is/was and you've exceeding the refund period you also may not be owed a refund.

So the answer to your question is likely no, although whatever assumptions or mental gymnastics you may engage may make it feel that way.

At any rate Aluvard's post is your solution, although no guarantee you'll be given a refund depending on relevant and omitted details in your story.
