If the code you got is for sure correct, contact whomever got it from. If it a steam wallet card, you contact support, and upload picture of your receipt with the card showing the code so support can see it. To make ticket go to steam help page > my account > data related to my account > scroll to the bottom you see contact support.
If you bought steam card just today there chance the store didn't have their router on, to signal to steam to activate the steam card.
Another mistake can happen is if the cashier scan same card multiple times, if you bought multiple cards, as each card has their own activation code, so each card has to be scanned, and activate by their system to send to steam to activate your code to redeem.
Now if this is a game key bought online from retailer, you have to contact that retailer asap don't wait it out, and inform them, they should provide new key, or refund if they're unable exchange new key.
For gray market sites they may fight you even if provide proof, worse can come is them refusing and you can chargeback on gray market sites as they have no reason to agure for exchange, or refund.
Well the error message probably isn't wrong. The code, or how you're trying to use it, or the assumptions you're making probably are though.
