gifting restriction on this Steam account

Well chances are you got a notification or email. Maybe read that.

Wild guess, you were using a lot of wallet funds for gifts and Valve tends to restrict that. In that case you could still gift games if you bought them directly with an external FOP. However the wallet fund restriction would not be a mistake and support would almost certainly not remove it.

Although if you were to provide some more details you might get better than wild guesses.
