The top options are recent products, these are things you recently launched or bought. The options there are "Gameplay or technical issue", "DLC or bonus content is missing", "I'm having trouble with my retail CD key", "It's not what I expected", "It's not in my library", and "I want to permanently remove this game from my account".
If the game you're looking for isn't listed among the Recent Products, the next option is "Games, Software, ect." And you can search for your game there.
Below that, you'll find the big "Purchases" menu, with topics such as "I can't complete my purchase on the Steam Store", "I need help with a Steam Gift Card or Wallet Code", "I have charges from Steam that I didn't make", and "View complete purchasing history".
The system is designed to only give you an option to open a ticket if it's something support handles. For example, if you had an issue that was "the game doesn't run on my system", that's not something that they'll suggest opening a ticket for because they can't help you with your computer hardware or the system requirements of the games they didn't even make.
If you'd like to actually describe what issue you're having that you think needs support, it'd be a lot easier for people to do anything about it or talk you through the menus.
