The automated thread locking seems a bit excessive lately.
I've had some old mod threads get locked that modders were using to manage their mods and provide support.

I see someone complaining about it here, which hilariously got locked by the same automated system earlier this year.

Do they not want modders using the steam forums to provide support when there is no workshop support for the game?

Is there a way to appeal the lock?
Do modders need to just make new threads regularly to avoid this?

It's certainly not automated. Someone reported it as old. A moderator looked at the report and decided to lock it

Old topics get locked, simple as that. If you need to discuss that particular topic further one can be made.

You can report it? Interesting, so it's probably somebody being excessive on the reporting then... because I wouldn't consider a thread with continuous discussion as getting old myself.
