Sounds like antivirua app has removed the file to qurrantine folder.
only secrurity app and file deletion can do this, any tech person can tell you that files dont get removed or deleted by themself.
when tou install things that require admin rights and next reboot you are a users again, i mention this so you know this, same BS just like a game wont work after a reboot. aka next day..
teamwebhelper.exe all executable files goes though a antivirus check. ( you need to be a older pc user to know such, even then it run through steam.exe
feel free to check winodws event view if that has log why name.exe has a issue and belucky if it do tell you something, security app that block something do not always tell you why ita blocked and how could it then its blocked.
you can try whitelist or make exception rules to `"name?".exe and see if this help at all.
