Sounds like they are involved in theft, scamming, fraud or other malicious activity, doesn't it? Engaged in item theft or scamming? The menu you encounter when reporting a user is to just help categorize the report. When you submit the account for review, you'll get a text box to provide more details. Just explain what you saw and where, and why you feel it is a concern for Support to look into.

Just report it use your own words or Problematic. Advertising.
They take a look at it. If any action is taken you'll get a community message thanking you in a week or so
