You might be missing a step on the payment screen where with your local FOP you change the country on checkout.

It only says:
"Your country is part of your Steam account settings. Your country setting affects what you see on the Steam store, the currency you see prices in, and the currency of your wallet.

If you have moved to a new country, or are living abroad for an extended period of time, you can update your Steam country setting when you complete your first purchase using a payment method from that country. If your location differs from your current Steam account store country setting you'll have an option to change your store region while you view your cart or as you complete your purchase.

If you are unable to complete a purchase using a payment method from the region you have moved to please contact Steam Support."

You need a payment method registered in the country you want to switch to.
That can be a credit card, PayPal account, bank account or similar.
Steam Prepaid Wallet cards do not work and neither do Steam Wallet funds.
Anyway, register the payment method, then put a game in your cart, all while being on your current regional Steam store.
On the checkout page there will be small drop down menu to switch country/currency.
Do that and it will refresh the checkout with the correct price for the region you want to switch to.
Then just pay for the game normally with the payment method for that new country you registered.
After the purchase goes through your store country will have switched to the new one.

A few reminders, you can only switch store country once every 90 days AND you need to be in the country you want to switch to (IP address) or the drop down menu to change store/currency wont show up on the checkout page.

I did all that but it gives me a generic error saying that i can't make the purchase
