Transfering files
I did a clean reset on my PC to get rid of all the junk files (C: files). I left all of my steam files on my external hard drive (D: files). Now when I try to install a game it says i can do a local transfer to get my files. I need to know how to do a local transfer to get the files back to my steam account. All of the games and saves are still on D: but I don't know how to send the files back to steam but also keep the games on the external hard drive.

Where was the Steam client installed before? Was it on drive C: or the external drive?

I think what is happening is that when you added the external drive, Steam created a new Steam Library on that drive and ignored the one you had previously. Check the external drive and look for Steam Library folders. There should be two folders named "SteamLibrary" or something similar. Inside each "SteamLibrary" folder there will be a "steamapps" folder and libraryfolder.vdf and steam.dll files. Determine which "SteamLibrary" folder is old either by date or size. Then exit completely out of Steam and them move the contents of the old folder to the new folder. Now start Steam. The games in your Steam Library should now show as being installed. Make sure the games function as expected and then you can delete the now empty old "SteamLibrary" folder. Make sure that the external drive is set to default as suggested by Jaunitta.
