Hi! I wanted to buy some games on steam, but when an error happened, it said: An unexpected error has occurred. Your purchase has not been completed. And also i cant even save my payment method. It solved this problem when i used PayPal for some time and now it was removed due to my country now unavailable. Any way to solve this issue?

what are you trying to purchase? for your account or a gift for another account?

if you are buying a gift with wallet funds, you are out of luck. contact support to see if they can remove the restrictions, otherwise you need to find another form of payment or send the other account digital wallet funds so they can buy the game themselves.
