Report a translation problem
I mean you certainly had difficulties, I won't deny that. But this isn't a secret process, or a difficult process. Steam is not obscure. Refunds aren't new or misunderstood. There's lots of resources you could have used to search or ask. Millions of people figure this out. It won't hurt to try, but you're weeks past the policy limit and at this point a no is perfectly valid. And whatever story you're telling yourself for your situation to appear reasonable to you, no one is is obligated to accept that, including Valve.
Good luck, try being a bit more resourceful in the future. You have the sum total of human knowledge at your finger tips, don't be afraid to use it.
Well given your original post, there's no way I could tell you that it's all your fault and your problem is self-inflicted AND you might be SOL, and being told no, no matter who you complain to, is going to be what you want to hear.
To make a manual ticket: select the purchase, then select "I have a question" and make your request there
Explain the issue, nicely and hope for the best. Again, there is a limit to how much of an exception Valve will make. And NO is a valid response. Also keep in mind if they do grant you an exception, you would be wise to treat it as a one time only rather than tell yourself that the "real" refund limit is 4-5 weeks.
Also, it's not entirely clear from your post. But the recipient needs to refund the game on their account first. If they haven't, or don't want to. There's nothing you can do to reclaim a gift. And exceptions for gifts weeks after the refund limit does add a layer of complexity I personally wouldn't want to deal with.
My advice to any other parents or there, it may save time to gift items to your kids from your own account, but if you aren't 100% sure about the purchase, do it from the account that game will be tied too. Extra work up front, but you will avoid this BS on the backend if the game doesn't work out.
Second price of advice: Don't expect any actual help here. This is a place for personal reflection on your life choices, not actual solutions.
A person's attitude and manners go a long way as to whether they receive genuine help here or not.
