I cant figure out how my friend cant send me a steam gift card.
it apparently said "this user is unable to receive this gift" and I've tried to find out what is wrong and tried to fix it nothing I try worked so this is my last hope.

How long have the two of you've been friends on Steam? If I recall correctly, you need to be friends with them for 72 hours in order for them to send you a gift card.

Never been a restriction on sending digital gift cards. Just the 3 day waiting period upon becoming friends.
