Steam > Settings > Interface > Enable GPU accelerated rendering

Obviously resources for text labels and graphics(steam logo, etc) aren't loading.
Reboot and start steam again, perhaps run a disk check first (chkdsk c: at an administrator level command prompt)
If you do decide to uninstall steam and reinstall keep in mind that any games in the standard library location will get uninstalled too(seems to be a feature of steam's uninstall process) so please move those elsewhere for a minute.
