Refunding game due to another financial situation?
I have a very awkward matter and I was hoping that someone could tell me if that's " Ok" or not.

I'm familiar with Steam's Refund Policy.

However, this is the second time now that I've bought a game and now have gotten into another unexpected minor financial bind. The first time, I had no worries because I was within the 14-day window and hadn't even played the game. This time, it's the exact same situation.

As I said, I'm aware of Steam's Refund Policy (under which I'd be completely fine to refund my game), but what about refunding a game and then buying it again later?

You are free to refund a game within the policy and then buy it again in the future. Play time does count so if you try and refund the same game down the line and exceed the 2 hour limit collectively from each time then you will be denied.
